Dear Sir,

PETITION OVER THE UNLAWFUL INVASION, ATTACKS AND CRUEL ARREST OF STUDENTS OF KOFORIDUA TECHNICAL UNIVERSITY UNDER THE COMMAND OF DSP KARTEY OTUMI

I write for and on behalf of the Ghana National Union of Technical students in a notice and petition over the mass wanton arrest and brutalities visited on some students of the Koforidua Technical University on Friday 14 December 2018 at the Universal Hall of the University by some Police Officers of the Eastern Regional Command led by DSP Kartey Otumi, officer in-charge of operations in the Region.

That about 4:00 AM in the wee hours on Friday, a fully armed officers of the Special Weapons and Tactics (SWAT) numbering about sixty (60) were supervised to invade Universal Hostel, one of the University’s accommodation facilities without recourse to management of the University.

That the armed officers unruly forced their ways into rooms of students using electric shockers, fan belts, axes, catapults, riffles and other sophisticated weapons to arrest students.
That not only were the students arrested indiscriminately, they were subjected to some police drills and beaten to pulp without resisting arrest.

That most of the students arrested were in boxers, some bare chested, barefooted and were all matched in handcuffs from the hostel to the Eastern Regional Police Command which was about 45 minutes’ walk.
That while on their way, they were forced to jog to the destination in handcuffs.

That the barbarism got to its crescendo when they got to the forecourt of the Regional Police Station.

That with their handcuffed at their backs, they were made to roll from one point to another then backwards, carrying of logs, making squats, lying down and facing the sun etcetera.

While we are not condoning wrong doing, we expected the Police Officers deployed for that specific duty to have requested for the students from the schools' Authorities but not to occupy the hostel to brutalized students the way and manner they did.

We are Convinced that our members were wrongfully arrested, restricted and by the Police contrary to laws of the land, we request medical treatment for all those sustained injuries, compensation from the police service, a reversal of the bond that students were made to sign under duress and reassignment of the Eastern Regional operations commander of the Ghana Police service DSP Kartey Otumi.

We are by this medium petitioning your highly reputed office to as a matter of urgency investigate and identify the unscrupulous officers involved in the unfortunate incident and reprimand them accordingly.

We count on your cooperation.

Yours faithfully,
